Community-led impact and evaluation (community engagement)
Developing a fresh approach to impact and evaluation, with people at its core, building skills and capacity locally.
In this area of work, we are asking “how will we know we are making a difference?”
We are wanting to tell a story of Lincoln, delving deep into who we are, what we want and what we need.
For this we started a community researcher (listener) programme and invite people in Lincoln to take part in a BIG Conversation each year.
The BIG Conversation has some fixed mapping questions around happiness, hope and voice, with a deeper delve into an emerging theme.

In 2025 we supported a group of community creators to design and produce a Lincoln Horizons comic newspaper that was delivered to 41,000 households.
This helped us weave together all of our different stories and approaches together for the first time.
In October 2025, LocalMotion Lincoln began a local plan review. The above is where we started from in 2020 till now. This process is expected to end in April 2026.
